Is there anywhere in writing that says a potential applicant will be denied if they are 71 years old?

A resident mentioned yesterday that he thought we should gather a bunch of boxes, leave them by two units, and get 'those two' out of here.

'The Forum' is adamantly opposed to this type of behavior, and represents a violation of our Rules and Regulations--Duties of a Member--Schedule A.1.(b) "At all times and in all dealings with fellow members, behave in a courteous and respectful manner and at no time engage in intimidating or abusive behavior."

Question:
If a board member learns from a friend that a couple wants to move into Aavangen, and influences the Housing Committee to accept the couple for a vacancy, is that a Conflict of Interest on the part of the Board Member?
